Title VI of the civil rights act is intended to prevent the discrimination of any individual on the basis of race, national origin, or color by any institution receiving federal funds. (IE: Schools and Non-profit organizations).
This means ANY recipient of federal funds or any subsidiary company of a recipient of federal funds is prohibited from discriminating anyone on those basis.

According to President Kennedy in 1963:
"Simple justice requires that public funds, to which all taxpayers of all races [colors, and national origins] contribute, not be spent in any fashion which encourages, entrenches, subsidizes or results in racial [color or national origin] discrimination." So we have stated at this point a general idea of what Title 6 means but how is it worded? How does its wording make it directly applicable to , lets say, schools?
Well according to the U.S. Department of Labor the stating goes in part a little like: "No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."
This can be read as clearly showing an intent to support the desegregation of schools by making it clear that no one can be excluded from participation in any program receiving federal funds on the basis of race. <--So yes we are just kinda restating but actual wording is important to know.
Further more its important to explain that any establishment that receives federal funds is responsible for following the guide lines set out by Title VI. If an establishment receiving funds fails to follow these guide lines, or is found to have perpetrated some form of discrimination, they are given a chance to voluntarily reestablish compliance. Failure to do so can result in no less than cessation of federal assistance.
